Use what already costs nothing

Say the phrases out loud. Watch something in Brazilian Portuguese with Portuguese subtitles, then pause and repeat one line. Read a menu, a lyric, or a short post and look up only the words that block the sentence. Trade ten minutes with someone who wants your language, and be specific: greetings, coffee, the weekend.

How to learn Portuguese for free is mostly choosing a small scene and repeating it until it is boring. Boring is a good sign. It means the sentence has moved into your mouth.

What free should not mean

A pile of open tabs is not a method. If you sample five apps and finish none of the conversations, you did not save money. You spent the attention the language needed.
